I disagree with the drowning question Evaluating a situation where a person is ACTIVELY drowning is absurd Calling is the first answer and then jumping in to help them the next If the question were you see someone fall off an boat and into the water THEN the answer would be to evaluate first to make sure theyre actually drowning
